DTSPP – Eligibility Requirements

  • Registered under the Business Registration Ordinance (Chapter 310) in Hong Kong
  • Have substantial business operations at the time of application
  • Food and beverage industry or retail industry (excluding food and beverage industry)
  • Have fewer than 50 full-time employees

Please note that each organization can only submit one application, and eligible applicants will receive funding assistance only once.

DTSPP – Application Process

Here are the specific steps for applying to the “Digital Transformation Support Pilot Programme”:

  1. Register an applicant account: Before submitting an application, the applicant must register an account on the Cyberport website as an applicant.
  2. Select a program: Applicants can determine the desired program from the program list and directly contact the program provider to understand the features of the program and ensure it meets their requirements.
  3. Contact program provider and select a program: Applicants need to click the “Inquire” button on the relevant program page to confirm with the program provider if they can offer the program package. Once confirmed by the program provider, the applicant can proceed to complete the online application form.
  4. Submit the application: Applicants must submit their application through the program’s website. Applications submitted through other means (including but not limited to email or mail) will not be accepted.
  5. Submit supporting documents: Applicants are required to submit the following documents:
    Copy of business registration certificate
    Proof of address (e.g., electricity bill within the past 3 months, water bill for the past two quarters, or copy of lease agreement)
    Industry certification (e.g., food and environmental hygiene department license or photos of physical storefront)
    Applicant’s declaration signed by the company owner/director and stamped with the company seal
  6. Qualification and integrity review: HKCMCL will conduct a qualification review upon receiving the application.
  7. Submission for committee approval: Eligible applications will be submitted to an independent review committee for consideration and approval.
  8. Approved applicants place orders with program providers: After approval by the review committee, approved applicants will receive SMS and email notifications. Applicants can access the details of their approved application on the program’s website using the assigned application number.

The following are the steps for disbursing funding to program providers after completing the project:

  1. Confirmation of successful implementation on the SME Cyberport website: The applicant confirms that the program has been successfully implemented and at least 50% of the project amount has been paid.
  2. Approval of supporting documents: The funding applicant needs to submit supporting documents, such as receipts from the program provider, to demonstrate that they have made the corresponding payment for the program adopted on the program’s website.
  3. Disbursement of the first funding installment (50%): Upon confirmation by the applicant that the program has been implemented and satisfactory evidence has been provided, Cyberport will release the initial payment of 50% of the approved funding to the program provider.
  4. Submission of summary report: 12 months after the approval of the application, the funding applicant must submit a summary report and provide relevant supporting documents.
  5. Verification of report completeness and supporting documents: Cyberport will review and verify the submitted report and supporting documents.
  6. Disbursement of the second funding installment: Upon confirmation and acceptance of the summary report and relevant supporting documents by HKCMCL, the remaining funding amount (50% final payment) will be disbursed to the program provider.

DTSPP – Important Notes

  • For applicants who have submitted an application and are still awaiting approval, they are not allowed to submit another application until their original application is either rejected or withdrawn.
  • Applicants whose applications have been approved are not allowed to submit another application.
  • Please note that being included in the program list does not imply any endorsement from the government or HKCMCL for any program or program provider.
